General Statement of Duties
Supervises and participates in the maintenance and repair of all mechanical and electrical equipment, systems, and structures of the water reclamation facility. Responsible for training, productivity, and quality of work for maintenance technicians. Serves in a project manager capacity; plans, budgets, and coordinates with vendors, contractors, and staff as needed for capital projects.
Organizational Responsibilities
Work under the direction of the Assistant Authority Manager collaborating with other supervisors on issues that interface with their areas of responsibility. This position requires a 40-hour work week and is an on-call position. Must live within 30 minutes of the plant and be able to arrive at the plant within 30 minutes. Maintaining an acceptable MVR is required as this position may use a company vehicle.
Typical Duties
1. Supervise, Schedule, Direct and Evaluate Work of Maintenance Personnel
- Supervises the maintenance of all mechanical and electrical equipment, systems, buildings, property, and structures of the wastewater treatment facility.
- Supervises, directs and evaluates maintenance personnel in the completion of preventative and breakdown maintenance of facility equipment, as well as property management.
- Performs annual and bi-annual performance reviews of maintenance personnel.
- Enforces safety and health policies.
- Collaborates with the Operations Lead to provide and direct training for operations personnel that interface with their area of responsibility.
- Ensures appropriate staffing levels during special projects and daily work activities.
- Takes great pride in the appearance and functionality of the facility in collaboration with the Operations Lead to provide training and direction to operations staff as needed to ensure adequate facility upkeep by all employees.
2. Manages all Facility Maintenance
- Responsible for troubleshooting equipment issues and works closely with vendors or contractors for repair and scheduling.
- Manages maintenance and asset database to ensure accurate record keeping.
- Supervises proper maintenance, lubrication, repair, and replacement parts records.
- Informs Operations Lead and Assistant Authority Manager of plant maintenance and operating problems.
- Ensures the installation, testing, operation, and operating conditions of all plant equipment are in compliance with manufacturer specifications.
- Determines and specifies maintenance and repair requirements based on manufacturer recommendations to ensure safe and efficient operation.
- Coordinates with manufacturers and/or representatives on purchasing new equipment or resolving issues with faulty equipment.
- Confers with manufacturers and public utilities as required.
- Reviews manufacturers’ proposals, drawings, and wiring diagrams for mechanical and electrical equipment.
- Assists the Authority Manager and Assistant Authority Manager with long range plans and cost estimates.
- Coordinates with Director of Administrative Services for preparation of maintenance annual budget, capital purchases and capital replacement requirements.
- May serve as a project manager and supervises capital projects as directed.
- Performs facility inspections; budgets and schedules aging equipment or infrastructure for capital replacement as needed.
3. Other Duties
- Operates heavy equipment such as skid steer, forklift, mower, front loader, and trailer jockey.
- Ensures above ground fuel storage tanks are in compliance with Colorado OPS requirements.
- May be required to provide reports to the board of directors and/or attend meetings.
- Demonstrates continuous effort to improve maintenance tasks and streamline work processes.
- Creates and maintains Standard Operating Procedures for all maintenance duties.
- Ensures fueling system for facility equipment and vehicles is adequately maintained and fuel is available at all times.
- Ensures backup generators are adequately tested, maintained, and fueled.
- Generates reports to determine department staffing, budgeting, or replacement needs.
- Plans for, schedules staff, and performs, snow removal.
- Perform special projects or other duties as assigned.
These duties are not all inclusive but represent items that are critical to successfully accomplish this particular position.
Education and Experience
- High school diploma or GED equivalent.
- 4 years’ experience in industrial mechanical and/or mechanical water or wastewater treatment plant.
- An equivalent combination of education, training and relevant job experience may be substituted.
Required Knowledge, Skills, and Abilities
- Thorough, detail oriented, and well organized.
- Very good written/verbal communication skills.
- Proficient in Microsoft Office Suite.
- Practical knowledge of equipment used in wastewater treatment.
- Knowledge of occupational hazards and safety precautions pertaining to all phases of maintenance in a wastewater treatment plant utilizing mechanical and electrical equipment.
- Knowledge of materials, construction, and operation of equipment used in modern wastewater treatment plants.
- Strong understanding of practices for preventive & predictive maintenance.
- Excellent problem solving & trouble shooting skills.
- Ability to motivate others in pursuit of PCWRA goals.
- Demonstrates initiative to take on new tasks.
- Ability to read and interpret shop schematics, as-built, electrical, mechanical, flow and other detailed drawings or diagrams.
- Ability to observe, monitor and correct as needed, employee behavior and compliance with operating and/or safety standards.
- Ability to interpret contract language.
- Valid Colorado driver’s license with an acceptable MVR.
- Strong understanding of OSHA safety programs (confined space, lockout-tagout, etc.)
Desired Qualifications
- Previous experience working with and/or repairing heavy equipment.
- Experience in managing a CMMS program.
- Previous supervisory experience or ability to develop into a strong leader.
- Have or achieve certification in basic first aid and CPR.
- Leadership training.
- Colorado Wastewater certification
Working Conditions and Physical Requirements
- Work is performed indoors, outdoors and in a shop environment.
- May be exposed to various weather conditions including wet, hot, and cold.
- May be exposed to various environmental conditions such as excessive noise; solvents, grease and oils; and slippery or uneven walking surfaces.
- Must follow all safety programs including, but not limited to, confined space and respiratory requirements.
- Must be able to lift up to 50 pounds.
- Moderate to strenuous physical work
- Activities requiring full range of body movements; sitting, bending, stooping, kneeling, walking, squatting, crawling, twisting and climbing.
Salary Range:
Annual Salary: $101,918 - $147,782
Hourly Rate: $49.00 - $71.05/hr
